In a way to save a piece of COH in my own way, I would love to find an mp3 or wav file of the musical notes that played on entering Atlas Park's main plaza, such as when leaving City Hall to step outside. I see the "ogg" files on Paragon Wiki, but I don't have the proper codecs for listening to them. :(
Any suggestions or assistance? I do think it would be amazingly cool to have that bit of music play on starting Windows. :)

As for conversion, in the long ago past, I would use winamp to convert concert bootlegs to mp3 -- not sure if there are better alternatives offhand.

All the music used in the game is found here. I've already made a mega-album and put it on my iPod. :)
As for mp3's, I used an online site to convert the ogg's to mp3. They worked flawlessly, so I'd recommend the same thing. To keep from going to a potentially virus-ridden site, I'll say that I used the site at "http://audio.online-convert.com/convert-to-mp3". That should help you out.
Just use Foobar2000 with OggDec and LAME installed. :)
