AP33 needs someone armed with a ban bat... :P
Okay, curiosity is getting the better of me... what's going on?
Probably someone with Speed Boost or similar buffs that trigger an animation on the target interrupting the torches.
They should be standing in Grandville anyway.
But it's AP33 Forever, not GV33 Forever. Duh! :D
I see. Well, doesn't turning on powers like Personal Force Field or Afterburner rend you immune to incoming buffs? Use 'em if you got 'em!
Those might work short term, but if someone set themselves AFK with Speed Boost on auto (as it seems someone did before), there's not a lot that can be done. About the only hope you'd have at that point is the target coming back on, logging out to break the target lock, and logging back in to resume vigil.
I'm there right now. There's someone named TORCH HATER spamming ice shields. There's a few heroes who are outside of his range though.
I see. Well, I don't think the impact of the vigil is reduced too much by the lack of torches. Doesn't make it any less rude or trollific though.
Going on 2 hours of this crap now, and he's been ATK the whole time.
Simple. Move the group out of his range.
Also if he/she is AFK, somebody start nudging. lol
I believe if you have a large group of people target pm repeatedly him it may have a chance to DC him.
I vaguely recall trolling - ahem - trying this with my SG years ago.
Actually, figure out which of you is the target and move THAT toon out of range. That will freeze him.
Tried nudging. The power casting must be "planting" him in place.
Ignored as spammer. 8)
He's not AFK. He just targeted me when I turned off the buff.
It's amazing how some people choose to spend their Saturdays, eh? :)
You know... you could always say something in local chat:
"Say, thanks for ice-buffing us. The sound will do a better job of attracting others here and thus they'll wonder what the commotion is about. So thanks for helping our cause." :)
(Or you all can PM him/her...all at once. ;) )
He's no longer there. Clearly, his resolve isn't as strong as those who are there.

Unlike in real life, bullies in-game get bored when ignored.

Eh, woulda been more fun to have the group suddenly start spawning VR pets, Ouro Portals, etc at his/her feet and then buff the crap out of em!
Naa, would've been more fun to make hum temporarily turn into a redsider until dead.
To be added to the "Assuming the game doesn't close" wishlist:
"addignorepowers" feature, which puts an offending player on a "do not accept buffs from" list. ;D

Yes please.
