It was reported on the official forums (http://boards.cityofheroes.com/showthread.php?t=254745) that Inherent Fitness isn't working with the Forms in Mids'. I've just verified, and activating Dwarf or Nova from either the Peacebringer or Warshade sets turns off all four powers from the Inherent Fitness pool, even though they should stay active in the forms.
Oddly, Legacy Fitness stays active when the forms are activated, even though Legacy Fitness powers function just like they always did; ie, they should turn off while shape shifted.
It's already fixed in the dev build.
