When building a PB, if you look in the "Advanced Totals" window, it says "You have no active flight powers."
Toggle one of your flight powers on to make it active (click the little grey circle on the power and turn it green), and it should work fine. :)
Another PB Bug, Cosmic Balance toggles off Dwarf and Squid form.
