Not just for in game Paragon Chat style, but perhaps a discord/teamspeak/ventrilo folks can or do use?
Voice chat is pretty much left up to whatever group you want to hang out with. The Cape Radio has a Discord with voice chat, and quite a few Paragon Chat users are on it but TBH most of chat is about other titles.
