1: Living Shadows is a DAMAGE power. The AoE Immobs for Controllers are always with such a long duration that you really will keep mobs permanently Immobilized, easily, without slotting for it. Slot it as an attack power, and just firing it as it's available will keep the Immob active. I 6-slot them, usually 5-slots of Positron (with the damage Proc), and 1 slot with a damage proc. Another option is to put as many damage procs as you can get in, usually 3-4, plus 2-3 Positron for Accuracy, Damage, and Endurance.
2: If you're going for Ranged Defense, you want Dark Grasp with 6 slots of Lockdown. Otherwise, 4 slots of Basilisk's Gaze for the Recharge.
3: Shadow Binds: See Living Shadows, only more so.
4: Howling Twilight is generally used as a Rez, or as an anti-AV Regen debuff. It usually has Recharge, and maybe Endurance Reduction. Only slot for Disorient after those are slotted.
5: Tar Patch is not largely a Slow power, it's a -Res power, and you want it up as often as possible since you can stack it. It should have over 80% Recharge slotting before you look at Slow.
