If the description would have been correct for Andorians in the 23c character creation screen I wouldn't have even bothered with an Andorian but it wasn't, and I did.
Apparently Human innate hull regen is something that's been nerfed more than once (and it's nerf season). Also, it's not just human Captains that add to hull regen bonus - human Boffs can, too. I can also tell you that different ship types have different hull regen rates. And there are obviously skills and gear to modify hull regen rate, too.
Beyond that, it gets into guesswork.
My cruiser toon, with minimal effort and partly by accident, has a hull regen rate of over 200% (per minute) in combat.. Or was it my Science ship... it was getting late.. Both my cruiser and science ships have very high hull regen rates compared to my escorts and warbird (I forgot I had a non-human toon already... I try to forget my KDF toon, it seems to have worked.)
Speaking of my Rom KDF toon... I was thinking 'here is another reason to regret rolling him" I mean.. he's obviously not human but not only that... try getting a human bridge crew to board a KDF ship.. but, his warbird with 1 piece of gear that gives him a mere +5 to his hull regen skill pushes his ship right up to > 90% hull regen. That's not 200% like my cruiser or sci ship, but, it IS 20% better than my (T6) Escort that has Three Human Boffs.. Yes, my escort only gets ~ 70% hull regen in combat.
As far as I can tell.... Human Captains And Boffs add (~?) 5% hull regen, each. If they are in an Escort piloted by someone with no hull regen Skills, Gear, or Specs. I came to this conclusion by checking my hull regen in sector space and then checking it again in ... err... combat space. I was in a t6 Escort and a max level Human with no hull regen Skills or Gear or Specs for this testing.
I didn't spend nearly as much time checking the higher regen ships as I did the Escort due to the escort has a max level human pilot with zero gear or skills that give it hull regen, and, he just happens to have 3 human Boffs. Also, my Andorian is an Escort pilot.
In sector space my human piloted escort gets 52.5% hull regen no matter if he has any Boffs in any station or not. In 'combat' (I cannot remember the term..) space with No boffs at all in any station, (just his Humanly self) he gets 57.5% hull regen. In combat space with 3 human boffs at their station he gets 72.5% hull regen. If I remove a human Boff from its station, he has 67.5%... if I remove another he has 62.5%.. (so, no DR..for up to 3 Boffs)
Fwiw.. The Andorian is still in a newb ship and is a newb still in the 23rd century and has no gear or skills that add to hull regen - his hull regen in both Sector and Combat space is 50% per minute.
Anyway.... for what it's worth... I pass this on to anyone it might help. Min/maxers want to beat their head on a wall when they find out this type of info After they max their toon's level. It's a lot softer blow in the newb stage : )
I still might keep the Andorian. I like his name and I like being Andorian. It feels....ALIEN. in Space. Which has its appeal. Plus, he looks like an EQ dark elf which is nostalgic. Will I make another non-human? Not until they change things so another Fed race has a decent space innate. Oh, that reminds me. I don't really care for ground combat that much, still. But. Andorians do have seemingly very nice Ground innates. So, to calm my inner min/max, I've told it that An`d O`rion (Andrew Belt'o O'rion) can be my 1 go-to Ground guy for Events and whatever.
Also, if you're going to have a toon with any amount of lower overall hull regen, may as well go with the one that has the lowest amount of hull hps due to you're regenning a %. My (t5 atm..) Cruiser already has a comparatively huge regen bonus with little effort and has by far the most HPS of my ships. Had I planned to pilot this type of ship with my latest newb it would be time to reroll for sure. I would not pilot that ship, the way things stand today, with an Andorian. I plan to throw all the regen at it that I conveniently can.
