Tried to download Paragon Chat via Tequila as soon as I got home and got this.
Manifest download error for
http://dl.dropboxusercontent.com/u/37952257/Tequila/titanicon.xml
The remote server returned an error: (429) Bandwidth Error.
Good sign: People are using it! Another step towards getting the city back!
Terrible sign: GAH! I CAN'T GET INTO THE CITY! WHYYYYYY!

Yeah I got this same problem when I hit Tequilla as well

in Tequila. Add
http://patch.savecoh.com/manifest.xml
. to the
Manifests
. After it is done downloading,
restart Tequila
and
Paragon Chat v0.95
will be selectable, hit
Play
.
