City of Data links (so we can get to the non-AT powers)

The current front end for City of Data pretty much restricts you to choosing an AT, and then you can only get to powers which are part of that AT. So, we lose access to all of the other powers which City of Data has (Pets, Accolades, Inherents, Temp powers, etc).

But, if you can get to the link for a power in any category, then you can pretty easily get to the other powers in that category.  It does not matter which power, the initial goal is simply to get into the category, and then from there you can choose whatever power you really want to look at.

The quick navigation bar was never meant to disappear with the redesign.  Hopefully now it's fixed you can get to all these naturally again :)
